Building Today’s Workforce for Tomorrow

Grant Amount:  $4,268,454
Grantee:  The Home Builders Institute (HBI) 

Funding Source: A grant awarded under the President’s High Growth Job Training Initiative, as implemented by the U.S. Department of Labor’s Employment and Training Administration. 

Key Partners:  Home Builders Association of Kentucky, Northeast Florida Home Builders Association, Home Builders Association of York County South Carolina, Tidewater Builders Association, Building Contractors Association of Wood River Valley and Magic Valley Home Builders Association (Idaho), New York State Home Builders Association and the Capital Region Builders and Remodelers Association, North State Building Industry Association, Southern Arizona Home Builders Association, the Home Builders Association of Connecticut and the Builders Association of Eastern Connecticut, the Builders Association of Metropolitan Pittsburgh, public school systems and community colleges in the ten states and the American Association of Community Colleges.

Leveraged Amount:  $5,273,000 in cash and in-kind contributions from HBI, the National Association of Home Builders, Home Builder Associations, employers, community colleges, and the American Association of Community Colleges  

Location of Grant Activities:  Arizona, California, Connecticut, Florida, Idaho, Kentucky, New York, Pennsylvania, South Carolina, and Virginia.

Challenge:  Total employment in the construction industry will increase by nearly one million jobs by 2012.  However, the industry has difficulty recruiting youth, while many youth interested in construction lack the skills employers need.  Further, some entry-level workers lack the basic technical skills needed to advance in the industry. 

Addressing the Challenge:  HBI and its partners will create a systemic approach to construction industry workforce development that provides a continuum of recruitment, career exploration, education, and training.  From middle and high school and continuing through post-secondary education and life-long learning, individuals will access construction training.  Ten national sites will be chosen to serve 2,500 individuals, including high school students, incumbent workers, and dislocated workers.  Sites will offer training in crafts, such as carpentry, electrical wiring, plumbing, and heating and air conditioning.  HBI and its partners will also develop an associate’s degree or equivalent credential that incorporates the skills needed in residential construction.   

Projected Outcomes:

  • Ten construction trade academies will be established.
  • The academies will train 2,500 individuals in the construction trades.
  • The initiative will develop an Associate in Applied Science degree or equivalent credential that incorporates the skills needed in residential construction.
  • The project’s products and lesson plans will be disseminated to community colleges and public and private vocational training centers for national replication.
